REQUEST FOR COMPETITIVE SEALED PROPOSALS
Mineral Wells ISD (OWNER) will receive Competitive Sealed Proposals (CSP) for the District Services Center Gym Demolition project until 2:00 PM local standard time on March 4, 2026, at the MWISD District Services Center, 906 SW 5th Avenue, Mineral Wells, TX 76067, and then at said location publicly opened and read aloud. Sealed proposals should be addressed to: Mr. David Tarver, MWISD District Services Center, 906 SW 5th Avenue, Mineral Wells, TX 76067.
The Project consists of: #1 Asbestos Containing Material abatement services for the 13,980 SF District Services Center Gym; #2 Clean Demolition of the 13,980 SF District Services Center Gym; #3 Demolition of the 32,500 SF, 2 story with basement, fire damaged Old Fannin HS building with Asbestos Containing waste.
All proposals shall include a bid security in the form of a bid bond, cashier's check, or certified check payable without recourse to the Owner in the amount of five (5%) of the largest total proposal amount. This is a guarantee that the offeror will enter into a Contract and execute Contract Surety.
All proposals shall also include a Performance Bond and a Payment Bond, both in the amount of the Contract Sum. The cost of such bonds shall be included in the proposal.
There will be a non-mandatory Pre-Proposal Conference at 10:30 AM, February 19, 2026, at 906 SW 5th Avenue, Mineral Wells, TX 76067. This conference is highly recommended for general contractors and major subcontractors.
The deadline to submit questions to the Architect is 5:00 PM, February 26, 2026.
The Owner shall select the offeror that submits the proposal that offers the best value for the Owner based on the published selection criteria and on its ranking evaluation. Proposals may be held by the Owner for a period not to exceed sixty days from the date of proposal opening for evaluations and ranking prior to the contract award. The owner reserves the right to accept or reject any or all qualified Proposals or waive any formalities in the process or to accept the proposal that provides the Owner the best value as per the laws of the State of Texas.
Electronic Bid Documents will be available through the Architect's website at: www.jacobmartin.com. A credit card number is required to be provided during online registration, but the card will not be charged.
