INVITATION TO BIDDERS
FOR MORNINGSTAR NORTH PHASE 2W PAVING

RECEIPT OF BIDS
Sealed bids addressed to the Board of Directors of the Morningstar Ranch Municipal Utility District No. 2 of Parker County (the "District"), will be received at the office of the Engineer of Record, Pape-Dawson Engineers, 201 Main Street Suite 901, Fort Worth, Texas 76102, for the construction of Morningstar North Phase 2W Paving Improvements, until 10:30 AM Local Time, Friday, July 24th, 2026 and then publicly opened and read for "Morningstar North Phase 2W Paving Improvements."

GENERAL DESCRIPTION OF WORK
The major work will consist of the following:

Paving Improvements: Approximately 15,500 SY of 6" and 4,500 SY of 7.5" concrete pavement, lime-treated subgrade, barrier free ramps, concrete sidewalks, and related work.

A mandatory Pre-Bid Meeting, held via Microsoft Teams, has been scheduled for this project on Tuesday, July 21st, 2026, at 2:30 p.m. local time. Please contact Kevin Murphy at kmurphy@pape-dawson.com to receive a Teams meeting invitation.

The above Improvements are a part of the "Plans for the Construction of Water, Sewer, Paving, Drainage, and Street Light Improvements to Serve Morningstar North Phase 2W", as prepared by Pape-Dawson Engineers.

Bids received after the closing time will be returned unopened. Each Bid must be accompanied by a bid bond or a certified or cashier's check, acceptable to the District, in an amount not less than five percent (5%) of the total amount bid, as a guarantee that the successful bidder will enter into the Contract and execute the Bonds on the forms provided and provide the required insurance certificates within seven (7) days after the date the Contractor is notified.

QUALIFICATIONS OF BIDDERS
All contractors are required to be prequalified by the City of Fort Worth prior to bid opening. To be eligible to bid the contractor must submit the Prequalification Statement included in the contract documents for the work type(s) listed with their bid. Any Contractor or Subcontractor who is not prequalified for the work type(s) listed must submit a Bidder Prequalification Application in accordance with the requirements included in the contract documents.

To demonstrate Bidder's qualifications to perform the Work, responsible Bidder must submit to Owner, within five (5) calendar days of notification, (a) written evidence establishing its qualifications such as financial data, previous experience, and present commitments, and (b) the following additional information:
a. Evidence of Bidder's authority to do business in the state of Texas.
b. Bidder's state or other contractor license number, if applicable.
c. Subcontractor and Supplier qualification information; coordinate with provisions of Article 12 of these Instructions, "Subcontractors, Suppliers, and Others."
d. Evidence that Bidder has successfully completed a minimum of 50 jobs that contain 100 or more planned lots within the last 2 years in the Dallas-Fort Worth area.
e. Evidence that Bidder is able to have a minimum of 3 crews available to start work on day after Notice to Proceed.

DEVELOPER/DISTRICT'S RIGHT TO ACCEPT OR REJECT BIDS
Developer and Morningstar Ranch Municipal Utility District No. 2 of Parker County reserve the right to waive irregularities and to accept or reject bids.

FUNDING
Any Contract awarded under this INVITATION TO BIDDERS is expected to be funded from revenues generated from Developer funds and District Bonds and dedicated by the District to the work under this INVITATION TO BIDDERS.
